The Bush administration decided to suspend the Davis-Bacon Act for federal rebuilding in the aftermath of Katrina. The act ensures that federal contractors receive the prevailing wage for their region- which in the Gulf Coast, that means $9/hour. With the act suspended, contractors can be hired at minimum wage.
